#2540: Bombard, attached to commander will not be returned for repair

If I attach bombard or mortar to commander and set Retreat treshold to
Medium (or Heavy) damage, bombard or mortar won't do order. But other
units do it right, only mortar and bombard. If I detach mortar or bombard
from commander and set retreat treshold to medium or heavy damage, they do
order right.
