#2568: Incoming transmissions missing in early campaign level

Just after landing in the "transport mission" level (you are notified that
there are coded signals and you need to go investigate; bring trucks to
build defense) I am notified that there is an incoming transition. When I
attempt to display it, the title "Incoming transmission" is present in the
intelligence window, but no text.
