#2728: English ingame voice in German language

I am playing the German version of Warzone2100 and I am using German
videos.
But the ingame voice speaks English ("research completed"...).
cybersphinx said it may be that there is a problem with the loading order
so the German sounds don´t override the English sounds anymore.
