 Structure limits from map-mod load in WZ and stay for all maps. You not
 need even make game with map-mod, just copy it to WZ maps folder and
 restart WZ.
 How reproduce bug: 1) Make map-mod where factory limit changed from 5 to
 50 2) Start WZ and check structure limit screen 3) You see there maximum
 factory limits equal 50 4) You can play any map in WZ with such limit, not
 only your map-mod. 5) Changed limits available until you remove map mod
 from WZ maps folder
