I've noticed something very very strange. I've been meaning to report it
sooner, but I simply did not know how to reproduce it, but now I found a
 very good example.

It seems that units have trouble targeting something (buildings, mostly)
if there is no access to it from the north. The only way in which it will
be targeted in this case is if that building is within direct striking
distance. This is particularly annoying with trucks, since they have such
 a small range.

In order to reproduce this, I would offer, as an example, the 10-player
map 10c-Metacity (available on the forums). There are two players that
start in the north and south respectively, that are placed atop some high
platforms. On those platforms, there is a cross of oil wells (four oil
wells on all the four edges of an empty tile). Naturally, there is no way
a unit can go on the tile between the oil wells, so the southern well has
no access from the north, only from south, east and west.

Now, in that situation, if you order a truck to build a derrick, it will
only start building if it can do so without moving. If it has to move to
get there, it will refuse to build. In that case, the transparent green
structure symbol will appear for half a second, then disappear.

This happens in the master versions starting September 30. I haven't had
the chance to see this in any other version, but, considering the latest
changes, I assume that it's not something recently introduced.
