#2956: Build requires X , and related environment variables

Build on headless machine fails. Problem is that wkhtmltopdf wants
connection to X-server when building quickstartguide.pdf. Also reproduced
by running on X-terminal where DISPLAY environment variable is not set
(among others).
Also, should it be possible to make basic build without wkhtmltopdf, as
configure just warning instead of failing when it's missing, suggests?
Even simple "make" tries to build that quickstartguide.pdf.
