#3054: Implement wzSetSwapInterval for SDL

 This basically amounts to do the same thing as in
 lib/qtgame/swapinterval.cpp using SDL_GL_GetProcAddress instead of
 QGLContext::getProcAddress (for windows and linux).[[BR]]
 The mac implementation shouldn't differ much from the qtgame one.
