#3173: Able to build defences under walls

Steps to reproduce:
1. Start a skirmish game on sk-startup t0
2. Build some walls
3. After researching some defences, instruct truck to build them on a tile
that already has a wall on it
4. Truck builds defence, causing wall to get removed in the process
Note: I've seen this happen with MRA and Seraph emplacements. Not sure if
it happens with all defences. I've not tried building defences under other
structures, just walls so far.
What I'd expect to happen: Game should prevent me from instructing truck
to build something on a tile that already has a wall.
