Win32 cross build scripts:
* automatically fetch the DejaVu fonts
* Place the fontconfig configure files where they're expected by the NSIS
script
- source:trunk/pkg/nsis/fonts.conf.wd_enable and

* Fix some dependency ordering for `fontconfig` and `ogg`
