Further improvements to SemperFi-JS AI.
- Refactor module building some more.
- Tweaks to research order.
- Now has an oil and base builder constructor groups.
- Does not make multiple trucks go after the same oil as much.
- Uses super tank killer and scourge cyborgs.
- Fixes it being unable to build in situations where bases are not
sufficient in structures.
