Add alliance events and functions for JS API.
eventAllianceOffer(from, to) - Fires when an alliance is offered.
eventAllianceAccepted(from, to).
eventAllianceBroken(from, to).
Qtscript: sendAllianceRequest(to) - Request an alliance with a player.
It does nothing if the alliance type is not ALLIANCES.
