Improve display of Video Options > "Resolution" option status
When normal ("live") window resizing is available, Warzone-driven windowed
resizing is not (because of various OS / SDL / window manager bugs). Disable
the "Resolution" option when in this state, and add a tooltip encouraging the
user to resize the window normally.
