Improve secondary hold behavior with some orders.
- Stops trucks from repairing things from long distances if ordered to repair
something while
secondary holding.
- Lets repair units chase after a unit if ordered to repair while secondary
holding.
- Lets sensor units chase after a unit if ordered to observe while secondary
holding.
Additionally, fixes an old typo in the DACTION_DROIDREPAIR action behavior that
prevented a repair
unit from chasing after a damaged unit that was just out of repair range.
