Make howitzers less overpowered.
- Push back Ground Shaker farther into the tech tree.
- Howitzer Damage/ROF upgrades spread out.
- Incendiary Howitzer and Hellstorm come earlier so they can be used.
- The Pepperpot and the first Howitzer ROF upgrade unlocks Hellstorm.
- The Incendiary Mortar and the first Howitzer damage upgrade unlocks
Incendiary Howitzer.
- Pepperpot is available at the same time as bombard.
- Mortar accuracy upgrades make more sense for the time mortar weapons are used
at.
- Various weight and build time tweaks to long ranged artillery.
- Attempt to make later Mortar damage and ROF upgrades more desirable.

Rocket/Missile anti-air tweak.
Based on observations in real battles the VTOL Sunburst, Avenger, and
Vindicator needed a boost.
