Limit Easy mode Cobra oil derrick relative to players
Will only go for as much oil as any enemy player has on Easy difficulty.
Immediately stops any trucks going towards any oil resource if at equal or more
footing.

Make SemperFi on Easy build oil derricks relative to a player
Will order trucks to build oil as long as it has less than or equal amounts.
Any trucks going towards an oil will arrive and build those ones, but no more.
