#3293: Skirmish: By game start alliance with all KI-players is possible

When I make a new Skirmish game I can make an alliance with all other KI-
Players.
I win the game in a few seconds.
To make that I reduce the game speed to 0.001 and click on all alliance
buttons. All KI-Players say Yes to the alliance and I win the game
immediately.
I don't now is this a bug or a feature?
This Problem is in beta4 to.
