#3297: Factory modules blueprint drawn even after no more modules can be applied

 This happens when a bunch of trucks are assigned to build the same modules
 together. If some of the trucks in the group have completed building the
 F3 module on a factory, and a truck of the same group is yet to arrive at
 the scene, it does not realize that there are no more modules to build but
 places a F2 module on top of the factory anyway, and then spends some time
 trying to figure out why it can't build it, but later it does move on to
 the next job to do.

 The attached snapshot explains a lot.

 Logically, I'm guessing that every truck/engineer has it's own queue of
 things to build. Maybe, if possible, when a structure/module has
 completed, the build order queue for each truck/engineer could be updated
 immediately and then instantly they could move on to the next item on
 their list? I think this would even help prevent trucks from driving into
 a traffic jam among themselves (between the ones leaving the scene after
 completing the build and the ones which are arriving at the scene to start
 the build). This could even make the trucks look smarter with their well
 coordinated builds.
