#3323: Inconsistent UI (2nd issue)

On the "Game options" page.
If I click the word "Language" the game keeps. Great. But nothing happens.
This is a bug. You shouldn't give a user feedback (i.e. a beep) unless
something has happened.
But that's only a minor bug.
The bigger one is that if I then click on the word "difficulty", it DOES
do something (changes difficulty). So how come clicking one option does
nothing and clicking the other option does something?
