#3373: Can't load trucks to transport

To be exact, they can be loaded but only when using "go to transport"
action from their menu, when trying to load them by selecting first and
then clicking transporter then "x" cursor (action not allowed) is shown.
that happens at least in campaign, 3.1 post beta 7, non debug SDL
