#3393: Vtols dont shoot other vtols when they patrol

I had some vtols(whit assault cannon) patroling and some enemy vtols went
next to them, but my vtols didnt shoot at them. I ordered them to shoot
manually and they did.
(I have a screenshot but idk how to upload it)
