#3450: the radar range improvements don't work properly

When we make the researches which increases the radar range, the radars
towers we have already built don't take part of this research, and their
range doesn't change. These radars must be demolished (totally or
partially) by a truck, and then rebuilt, if we want the improvement to be
implemented to these structures.
I put three screenshots in attachement, which show : (1) the radar after
the research (the real range in blue), (2) the radar partially demolished,
(3) the same radar after rebuilding which has the right range.
