#3568: units getting demoted when converted to commanders

I have noticed two bugs, but I will post the first one now, then do
another ticket for the second, but the first one is this, once I gain
access to the command turret, then I send a unit back to be recycled to be
converted to a commander, I have noticed that the commander is one rank
lower then what he should be
for example
a Veteran heavy machinegun unit goes to be recycled (doesn't matter what
is used to recycle the unit) to be converted to be a commander, but the
rank of the commander after been built becomes a Professional rank
commander (this seems to be a commander only bug as far as I know) tested
converting a Veteran heavy machinegun unit to a light cannon unit, and the
rank is correct
so only when converting to a commander does the rank drop
but I guess this is only a minor bug, as its pretty easy for commanders to
gain experience after awhile, but still this is a bug and worth reporting
