#3623: QoS: Set DSCP bits for interactive real-time applications

This patch enables Quality of Service features of IPv4/IPv6:
It sets the Differentiated Service Code Point to 'Class Selector 4'.
This is the recommended QoS setting for real-time interactive
 applications according to RFC4594.

Most routers will probably not support these bits and just ignore them.
But for the lucky few, it might reduce latency and jitter in case of
parallel traffic streams on the network. It might even reduce packet
loss in wireless networks if the access point does DSCP to 802.11e
 mappings.

DSCP will be activated upon in game start, so lobby chatting etc.
 should be unaltered.
