#3702: Crash when starting campaign with some templates

When I try to start a campaign, the game crashes. A quick look at the
crash dump shows that templates might be the cause, so I tried removing
the templates.ini file in my folder, and the campaign now starts normally.
I should add that one of my templates (at least) uses a weapon not
available in the campaign.
I'm attaching both crash dump and templates.ini file.
I report this bug on 3.1 RC 2, but it actually happened since quite a
while ago (maybe since templates appeared, I don't remember).
