#3728: Configure does not check for lex existence properly

Configure check for lex does not consider it mandatory - it does not error
out if no lex is found. Configure seemingly success (though it outputs
some syntax errors while it goes as shell variables extend to nothing).
Build then fails, but with no clear error message what's the problem there
either.
