#3751: Wide Spectrum Sensors not CB'ing much

In 3.1 RCs (and possibly earlier betas, I only recently noticed the
problem), Wide Spectrum Sensors don't seem to be performing their CB
duties very well.
Steps to reproduce:
* Build some archangels in location where they can easily reach enemy
* Build a WS Sensor near some arty that's getting pummelled by enemy
ripples/arty
* Nothing much happens
* .... now build a CB tower next to the WS Sensor, and suddenly the CB
counter strikes kick in
As WS contains CB, I'd expect it to perform CB duties like a CB tower
does, but it seems to mostly ignore the CB function.
The same is true when WS is mounted on droids, I have to send a CB sensor
droid along with my WS sensor droid to ensure CB kicks in if my WS sensor
droid is indirect attacked.
I'm not sure if this is intended behaviour or not, but as the WS sensor is
described as containing CB features I expect as an end-user that it will
fulfil the CB role.
