#3809: Fortresses cannot shoot through hardpoints, but hardpoints can shoot
through towers

1) Fortresses cannot shoot through hardpoints
but fortresses are HIGHER (screen 1)
2) Hardpoints can shoot through towers
hardpoint just a bit higher than towers (screen 2)
3) bunkers cannot shoot through tank traps!
Why bug:
if hardpoints can shoot through towers then fortresses should be able to
shoot through hardpoints.
