#3844: Drag select freezes build progress bar

When you drag the mouse while clicking to select multiple units the
progress bar in the build/research area is frozen until you release the
button.
For example:
Order the build of a truck, see the progress bar in the bottom window
Hold the mouse and drag, the timer is frozen
Release the mouse, the timer is updated
