#3851: Not all unit designes visible in design menu and manufacture menu

In manufacture menu (game GUI) I can select only 104 first unit designs.
In design menu i can select only 38 first designs
Tested on 3.1-rc2 (from Debian experimental repository) and 3.1-rc3 (from
source code on sourceforge)
