#3854: Tanks don't shoot when walls are around

Playing warzone 3.1RC3 i noticed tanks stop shooting at enemies in some
cases.
This happens if you are attacking enemy base in close distance.
I've found at least one way how reproduce this situation.
Case 1:
1) build walls around your tank
2) set order to "hold position"
3) put 1-2 enemy tanks inside walls
result: '''your tank does not shoot'''
see attached screenshot "case1.jpg" - tank does not shoot!!!! this is
clear bug
