#3867: Trucks can "steal" derricks while being built.

If a truck is order to build an un-built derrick, and
an enemy truck also is order to build on the same resource b/4
the first truck starts (I presume, looks like a race condition),
then the second truck to arrive appears to be able to cancel the first...
thereby being able to steal it.
I presume this is a bug, but I guess it could become part of the game.

I don't think this was the behavior in the original game.
This occurs in the latest version today
8d5b07485f1b8e4e118b9f6a07bf837e9f85bce4
and has been like this for a while.
Just took the time today to report it.
