#3927: getDroidLimit()==32767 after loading a game

 Steps to reproduce: start any skirmish game (even with Nexus AIs only),
 evaluate getDroidLimit() in jsdebug, it'll say 150. Then save the game,
 close it, load again, run getDroidLimit() again, it'll say 32767.

 A javascript AI seems to be actually capable of producing 32767 units
 after saving/loading.
