#3983: Alpha 10 mission failure -- possible ending bug

Several times Alpha 10 ends in mission failure because the enemy has not
attempted to invade from north or east.
I have the entrances well defended from earlier Alphas, so technically I
should win by default.
Why does it Mission Fail?
Generally no problems playing Campaign -- have finished to end of Gamma.
Re-playing Campaign brings up this problem again.
