#4040: Save Game loses research state

Save a game with significant radar advances, exit wz, start wz, load the
game and radar advances have been lost.
This also occurs with research. An item which was 4 minutes to completion
when saving the game will be 20 minute to completion when loading it.
This is with a recent checkout of master (1aa8ee2).
