 As discussed in


 enemy units seem to be totally passive in the campaign. Units produced at
 enemy bases just sit in a massive pile unless something comes into their
 view, at which point they will fight that, but then go back to sitting
 around. Units pre spawned on the map generally will sit around and be
 shelled to death unless something enters their visual range.
