#4124: this bug kept showing up and freezing the game momenteraly

I am fooling around with the game in skirmish"very good new features" some
bugs did show one was where the one or two factories didnt show your
designs(they where fully upgraded) i temporarly sorted it out by scraping
the design and redesigning"sorry dont have pics" then there was this
random bug that kept showing have no idea what it means.
