#4150: Factories don't load designed units when loading a saved skirmish game

When you load a saved skirmish game unit factories & vtol factories loose
all the units you have designed and only display the initial dump truck. I
don't know about cyborg factories as I rarely use them. You can design new
units for the factory you just have to do it each time you load the game.
If you want a savegame example I can provide 1.
