#4208: Factory build menu fails to display new unit designs v3.1.1

This may be user specific, but every time I load a game, I have to
redesign all my units. And every time I go to the next mission, any new
units I design will not show in the build menu. The units will appear in
the design menu, but the factory build menu shows nothing. I know that
many users report a similar issue in older versions. Those tickets are
closed for various reasons, but the issue seems to be reappearing. And YES
I have all my factory modules built up so that is not the issue.
