#4334: Assigned Skirmish teams not stick after loading savegame

Since 3.1.3, when ever I continue a saved game, there's a good chance the
teams will be shuffled in a seemingly random fashion. Reloading the game
again can give yet another arrangement. This has never happened to me in
3.1.2.
