#4381: Factory build queue drops units in some cases after visiting design menu

Factory build queue drops units in some cases after visiting design menu.
This old known issue from 3.1. and may be older, but nobody probably
reported about it.
In 3.1.x:
Start build some units:
- go to design menu
- click on that unit template which currently on production in factory,
Dont make any changes, just look. Close design menu.
- check factory. Production queue has been lost. nothing is building.
In 3.2 beta:
Start build some units: ('''3 units for example''')
- go to design menu
- click on that unit template which currently on production in factory,
Dont make any changes, just look. Close design menu.
- check factory. Production queue has been changed to '''0''', but unlike
3.1.x unit still in progress.
- BUT if during this time (unit "0" production) you add more units to
production queue (of the same template) this current "Unit-0" progress
drops (loses) and new unit starts producing.
I think there should be some check for design menu, that if template not
changing, so dont do nothing for factories or don't refresh template.
