#4458: Can't produce Commander when starting Beta or Gamma as new campaign

When i'm starting a new Beta or Gamma Campaign i can't produce Commanders.
I can design them in the design menu, but then they are not able to get
produced in a factory. Also the designed Commander is diappeared when i go
back to the design menu.
