This patch add a i18n.vcxproj project to the VS2015 build that executes
msgfmt
on the .po file and place them in local/XX/LC_MESSAGES/warzone2100.mo.
It also define ENABLE_NLS and adds libintl dependency.
Build tested with appveyor.
