Scavengers will have an alliance with certain players with teams enabled.
An easy to reproduce example is to go to the six player skirmish map
Melting (in game) and set a configuration of three teams (two players
teamed each). With scavengers enabled, players four and five will have an
alliance with the scavenger AI.
This changes with different team configurations.
