#4682: 0 DMG attacks at close range to point blank range

Units that are point blank range to their target do not fire, their
weapons wave up and down and they only fire intermittedly (and often
miss)and sometimes when the shot does land, they do no damage.
I have noticed this occurs from 3.1.5 and up, but am tagging it 3.2.3 as
well since it occurs there as well havent tested the masters yet
