#4719: Annoying behavior of builders

Workers who must hold the position for repair of buildings and defensive
towers, leave their positions for other buildings even if the player
returns working in back location, he again leaves it, even if the building
very far given the pathfinding but close by maptitles.
This occurs in a loop. I think we are need to change this behavior for
Builder assists in the construction of only one time when the construction
started.
