#4725: Broken hotkeys "Next Labs, Next Factory ... etc"

When you press a hotkey, for example "Select next factory", it only works
on the centered of the camera and the GUI does not have focus. Thus, we
have to additionally click with the mouse on the building or the GUI.
So is it broken and "Select next Cyborg factory", "Select next Research
Facilicy"
It seems that this problem is indirectly applies to #4715
