My first approach would be to resolve why the application is not loading completely or call it a 'failure' and talk to you developers or network architects...
Another approach would be to check to see if the last visible element on the page has loaded (whatever element is missing 100% of the time when the page doesn't finish loading), and if it does not exist, @browser.refresh.
