if you open command prompt and run "ruby -v", you would see the version
of Ruby you are using which should be the first one on your PATH.
There is a third-party manager of multiple Rubies, but I've found that
on Windows it's very easy to switch Rubies by renaming Ruby home
directories. For example,
you can set your active Ruby to C:\Ruby\ and keep your older one in
C:\Ruby-1.8\. All the installed gems will also be located under Ruby
homes by default.
If you want to restore, just rename C:\Ruby\ to C:\Ruby-1.9\ and
C:\Ruby-1.8\ to C:\Ruby\, something like that.
It's trickier to switch Rubies on Mac. Look into

or getting a manager for that.
I still don't use a manager, instead I just create and use my own
symbolic links to ruby, irb, and gem, and I also switch GEM_HOME and
path to gem binaries, e.g. set: PATH=$GEM_HOME/bin:$PATH.

U can use Windows or Mac, it depend on you. I currently use Windows.
There is no limitition wich plaatform you will use.
You can use last version of ruby and it is installer.
