Believe it or not, I am almost in the same situation. I am helping a client upgrade from ruby 1.8.6 and watir 1.6.5 to a more recent versions of both. I think the best way is to upgrade to watir 3.0 is version by version (1.6.x to 1.7, then to 1.8...) and fix failures that occur. When I tried running their scripts with watir 3.0 everything failed.
