Also +1 on Dan's suggestion to use Yaml

Another option would be to look at using something like Cucumber, it 
provides a good framework for repeatable steps, or repeating the same steps 
with a few replaceable parameters taken from a simple table.   "The 
Cucumber Book" is an excellent way to get started there.
